A public fleet vehicle almost never comes from one manufacturer. A chassis maker built the rails, the driveline and the cab or the cowl. A second stage body builder then produced the part that does the actual job: a Champion or ElDorado shuttle body, a Blue Bird bus shell, an E-ONE apparatus body, a Reading service body, a Vactor tank. The badge on the grille is the least useful piece of information at intake.
The second constant is procurement. Nobody in this class authorizes a repair on a phone call. A written scope goes to a fleet supervisor, becomes a purchase order, and has to survive an audit two years later. Schedule of work
The chassis badge tells you almost nothing
Two shuttle buses can both be Ford E-450 cutaways and be entirely different vehicles from the shoulders back. One has a Champion body with a steel cage and a bonded composite skin. The other has a Goshen body with different framing centres, a different entry step assembly and different door hardware. Parts, procedure and hours all differ, and the only way to know which you have is the body builder's data plate rather than the grille.
The same applies right across this family. An ambulance module from one builder is welded aluminum extrusion, another is a bonded panel construction, and the correct repair for a corroded module to cab seam is not the same on both. We identify the body builder and the build number before we write anything, which is also the information a purchasing department needs to approve a part.
Which unit is out of service
Fleet supervisors describe units by number and by function, which is the practical way to do it. For repair purposes the useful axes are what the body is made of, what equipment is mounted to the frame, and whether there is a certification boundary inside the vehicle. Those three answers set the scope, the sequence and what we will and will not touch.

Compartments and mounted equipment are structure
On an apparatus body or a service body, the compartment boxes are not storage cut into a shell. They are the shell. Their walls, floors and door frames provide the torsional stiffness of the whole body, which is why the single most reliable early indicator of body movement on these units is a compartment door that has stopped closing square. Nobody calls about that. They call when it will not latch at all.
Mounted equipment does the same thing in reverse: it puts concentrated load into the frame at a handful of points. A boom pedestal, a packer, a hoist, a vacuum tank, a plow hitch. When we find a frame crack on this class of unit it is nearly always within a foot of one of those mounts, and correcting the crack without inspecting the mount and its bolt pattern guarantees the crack returns in the same place.

Purchase orders, scope language and the audit trail
A municipal repair lives or dies on paperwork. The scope has to describe the work in terms a purchasing department can match against a line item, quantities have to be stated, and any change has to arrive as a documented revision rather than as a larger invoice. We write scopes that way because a supervisor who has to defend a file two years later cannot defend a description that says body repair as needed.
The mechanics are straightforward. A written estimate is produced for $150 and credited in full against an authorized repair. Purchase order and net 30 billing are available on established accounts. Supplements are submitted as revisions with photographs attached and referenced to the original line, so the trail from first scope to final invoice reads in order.
Certification boundaries we will not cross
Some assemblies on these vehicles are certified as a unit, and a body shop that modifies them invalidates that certification. On fire apparatus that includes the pump and its plumbing, ladder and equipment mounting points, and anything integral to the aerial device. On an ambulance it includes the patient compartment restraint anchorages and the oxygen system. On a bucket truck it includes the boom and its pedestal attachment.
We repair the body and the structure around those assemblies and we do not alter the assemblies themselves. Where damage extends into one, the correct path is coordination with the original manufacturer or a certified service centre, and we say so in writing rather than working up to the edge and hoping. Stating that boundary early is what keeps a unit in service legally after it leaves.
Before you proceed
A cosmetic repair that passes through a certified assembly is not a cosmetic repair. If the damage crosses that line, the file has to name the certified service centre before authorization.
Markings, unit numbers and the return to service look
A public vehicle has to leave looking like itself. Unit numbers, department names, reflective chevrons on the rear of apparatus, school bus lettering and warning legends all have specified sizes and positions, and several of them are legal requirements rather than livery. We template from photographs and measurements taken before disassembly so nothing gets repositioned by eye.
Refinish on this class is also a color matching problem more than people expect. Apparatus red and school bus yellow both fade, and a department with twelve units bought across six years does not have one color. We read the actual vehicle rather than the specification, keep the reading on file under the unit number, and reuse it the next time that unit comes in.
What public fleet work costs
Public fleet work is billed on the same posted rates as everything else, which matters at audit time: $210 for body, $260 for mechanical and electrical, $285 for diagnostics with a one hour minimum. Materials are $55 per paint hour and $5 per body hour, plus a $45 flat hazmat charge where chemicals or refrigerant are handled. Sales tax applies to parts and materials, never to labor.
The range on this class is wider than any other because the units are. A compartment door refit is a day. A refuse body rebuild after a hopper failure, or a full repaint with chevrons and lettering on a 40 foot apparatus, is weeks. We quote the calendar alongside the number, because a department planning a rotation needs both.

Rotation scheduling, and where the work happens
Departments do not have spare apparatus sitting idle, so the schedule is the negotiation. We agree how many units can be down simultaneously, sequence them against your service calendar and school year, and hold to start dates rather than queue positions. Apparatus work is not a mobile service and never happens at a station. Every unit is repaired inside the 35,000 square foot facility in Yorba Linda, where the frame rack, the welding bays and the sixty foot booth are.
