Parks fleets are the smallest and most mixed we deal with in the public sector: a shuttle, a couple of pickups, a maintenance unit, two or three trailers, and something odd that was donated eleven years ago. There is no depth anywhere in that list, which means the scheduling question is not which week suits, it is which season is survivable.

## Ten weeks of summer carry most of the year's demand

Camps, aquatics, sports leagues and field trips all land between mid June and late August, and a parks fleet spends those weeks running harder than it does across the entire rest of the year combined. Nothing can be released during that period, and every department knows it, which is why body damage on parks units tends to be older and more accumulated than on any other public fleet we see.

The good news is that the reverse is also true. From September the pressure drops away almost completely, and a unit can sit here for three weeks in October without a single person noticing. The structural problem in a parks fleet is that every unit is the only one of its kind. The shuttle takes seniors to a lunch program on Tuesday, a day camp to a beach on Thursday and a sports team to a tournament on Saturday, and none of those three groups has an alternative. A pickup with a hitch is the only thing that moves the field maintenance trailer. There is no ratio to fall back on.

So the honest planning conversation is about borrowing rather than about spares. Public works and school districts occasionally lend, another city department may have a pool vehicle, and a short term rental sometimes covers a shuttle run legally where a lift is not required. ## Grant and donation funded units carry their own reporting

A van bought with a foundation grant, a shuttle donated by a service club, a trailer funded through a state program: each of those usually arrived with conditions attached, and some of those conditions outlive everybody who remembers them. Reporting on condition and use, acknowledgement lettering that has to remain visible, or a restriction on disposal within a period are all common.

## Volunteers, seasonal staff and contractors behind the wheel

Parks departments put a wider range of people in a driver's seat than any other agency: seasonal recreation leaders, contracted instructors, occasionally a volunteer with a signed authorization. That is entirely normal and it creates one specific problem, which is that the person who can describe what happened may not work for you by the time anybody asks.

So the incident report has to be taken the same week, with a name, a date, a location and photographs before the vehicle is washed or moved.
