# Property Managers: Charging a Vehicle Repair to the Right Budget

> A managed portfolio pays for repairs out of somebody else's money. **Which property or shared pool carries the cost decides the approval route**, and **a board meeting calendar sets the pace**.

## How does a property management company authorize and allocate a vehicle repair?

Property management companies bring maintenance vehicles and community shuttles to OCRV Center in Yorba Linda with a property code on the authorization, so the invoice splits to the right budget. Managers running portfolios near Rancho Santa Margarita work around monthly board meetings rather than against them.

- Property or portfolio code recorded before the unit is opened
- Invoice split by property where a shared unit serves several sites
- Board approval cadence built into the schedule from the first call
- Certificate naming an association as additional insured on request

### Key facts

| Item | Value |
| --- | --- |
| Written estimate | $150 (Credited in full against an authorized repair on that unit) |
| Body and paint labor | $210 per hour |
| Deposit threshold | $2,000 (50 percent at authorization above that figure) |
| Allocation captured at | Authorization (Property code or percentage split agreed in writing) |
| Facility | 35,000 sq ft, Yorba Linda (16 foot bay doors, in shop work only) |

You are spending money that belongs to somebody else and answering to people who meet once a month. That is the whole character of this work. A repair a fleet manager would authorize in ten minutes needs a written quote, a named budget line and occasionally a resolution recorded in minutes, and none of that is unreasonable, it just has to be planned for rather than discovered.

This page covers allocation, approval pace, the documentation an association or an owner will ask a vendor for, and how to record damage when the person who caused it lives on the property. What the panel work involves belongs to the page for the vehicle itself.

## Which budget the repair belongs to

Three possibilities and they behave differently. A vehicle titled to a single association or owner, where the charge goes straight to that property's operating account. A unit in a shared services pool covering several sites, where the cost is allocated by a formula somebody agreed years ago. Or a capital item drawn from a reserve, which usually means a study, a board vote and a longer conversation than anybody wanted.

We capture the answer at authorization as a property code or a percentage split, in writing, and the invoice follows it. What we will not do is issue a single blended invoice for a shared unit and leave your accounting team to divide it, because whatever they decide gets questioned at the next audit and the paper trail points back at us rather than at the instruction we were given.

- Single property: charge posts to that operating account directly
- Shared pool: percentage allocation supplied in writing at authorization
- Reserve funded: expect a board vote and a longer lead time
- Management company overhead: only where the asset is genuinely yours

## Board meetings and the pace of an approval

Most associations meet monthly and most management agreements give a manager spending authority up to a stated figure, above which a board has to resolve. The failure mode is predictable: an item reaches an agenda without a written quote attached, gets tabled, and a four day repair becomes a nine week wait for the next meeting. That has nothing to do with the shop and everything to do with the packet.

So ask for the quote early even if nobody has decided to proceed. A written quote is $150 per unit, credited in full against an authorized repair, and it exists in a form that can be attached to a board packet without editing. If the meeting is in eleven days, tell us and we will have it ready with time for the packet deadline rather than the meeting date, which are rarely the same week.

> **price:** The packet deadline, not the meeting date, is the date that matters. Every manager who has missed one by two days already knows this and every manager who has not is about to find out.

## Certificates, additional insured wording and a portfolio file

Associations and institutional owners ask vendors for documentation, and the requests vary in ways that are tedious rather than difficult. A certificate of insurance naming a specific association. Particular additional insured wording. A copy of a state registration, which for us is BAR ARD00288521 and EPA CAL000367879. Occasionally a signed vendor agreement with indemnity language your counsel drafted.

The efficient approach is to send us the full set of requirements once, for every property in the portfolio, and let us build a file that covers all of them. Doing it per job means a manager chasing a certificate on a Thursday afternoon for a truck that could have been in a bay on Wednesday. We do not negotiate indemnity language ourselves and anything unusual goes to whoever advises us, which takes days rather than hours.

## Damage caused by a resident, a contractor or an unidentified car

Parking structures produce a particular kind of damage: nobody saw it, nobody reported it, and the unit was in a space that thirty people drove past. Where there is any chance of recovery the file has to start immediately, which means an incident report with a date and time range, whatever footage exists pulled before it overwrites itself, and photographs before the vehicle is moved or cleaned.

Our contribution is a scope that describes a single impact event separately from accumulated wear, plus photographs before disassembly and with panels off. Whether a recovery is available against a resident, a landscaping contractor or an association policy is a question for the parties and their carriers, not for us, and we do not advise on entitlement. The document simply has to be capable of supporting the attempt.

- Incident report with a date and time range on the day it is noticed
- Camera footage pulled before the retention period expires
- Photographs before the unit is moved, cleaned or driven
- Contractor name and site access records where a trade was working

## Turnover season, inspections and when a unit can actually go

Multifamily portfolios have rhythms. Turnover concentrates in summer, which is when maintenance trucks are least sparable. Annual inspections and reserve walks cluster in spring. A community shuttle is unmissable during the school year and largely idle in July. Each of those tells us when a unit has slack, and slack is worth more than speed on almost every job we see from this segment.

So tell us the rhythm rather than just the damage. A maintenance truck with a creased bed side can wait until September and cost less. A shuttle running a contracted school route cannot wait at all, and that is where we sequence hard, order components before teardown and hold you to a firm release date.

## Questions and answers

### How do you invoice a maintenance truck that serves four communities?

With a percentage allocation you supply in writing at authorization, so each property's share is on its own line. We will not issue one blended invoice and leave your accounting team to divide it, because whatever they choose gets questioned at the next audit and the trail points back at us instead of at the instruction.

### How early do we need a written quote for a board packet?

Before the packet deadline, which is usually a week or more ahead of the meeting itself and is the date managers actually miss. A written quote is $150 per unit, credited in full against an authorized repair, and it is formatted to attach to a packet without editing. Tell us the deadline and we work to it.

### Can you provide a certificate naming an association as additional insured?

Yes, on request. Send the requirements for every property in the portfolio at once and we build one file that covers them all, rather than chasing a certificate per job. Unusual indemnity wording in a vendor agreement goes to whoever advises us, which takes days, so raise it before a truck is waiting.

### What should we do about shuttle damage nobody in the community reported?

Start the file the day it is noticed: an incident report with a date and time range, camera footage pulled before it overwrites, and photographs taken before the vehicle is moved or washed. We write the scope so a single impact event is described separately from accumulated wear, which is what any later recovery attempt relies on.

### When is the easiest time to release a community maintenance truck?

Usually September through November, once summer turnover has finished and before holiday coverage thins your staff out. Shuttles are the opposite, since they are unmissable during the school year and quiet in July. Tell us the portfolio rhythm and we will put the flexible work into the slack rather than paying for speed.
