# When the Carrier First Estimate Comes In Too Low

> A desktop estimate written from photographs misses **access, removal and reassembly hours** almost every time. The correction is a **measured scope**, line by line, not a louder phone call.

## Why did the first estimate on my RV come in so low?

A first estimate is usually a desk review written from photographs in a system built for automobiles, so access hours, removal and reinstall, sealant, masking and blend operations get left out. Look at the printed estimate rather than the total at the bottom. Count the lines. On a hit that crushed a rear cap corner on a thirty eight foot fifth wheel, a first estimate frequently runs eleven or twelve lines. The scope that actually repairs that corner runs sixty or seventy. The gap between those two documents is not a difference of opinion about value. It is a list of operations that were never written down, and every one of them can be named.

That is the useful way to approach a number that came in short: forensically, item by item, without heat. Nobody at the carrier is hiding hours from you. A desk reviewer looking at nine photographs in a system priced around automobiles produced the only estimate those nine photographs could support. Nothing on this page is about a denial. The loss has been accepted and the policy is responding. What is in dispute is the size of the repair, and that argument is settled with measurements and labor operations rather than with escalation.

## Why a first estimate usually comes in short

Three structural reasons, none of them personal. The first is information: a desk reviewer has photographs, and photographs show finished surfaces. The second is the estimating platform, which carries labor times developed around unibody automobiles and has thin data for a vacuum bonded sidewall, a laminated fiberglass cap over Azdel, or a slide opening in a structural wall. The third is sequence. A first estimate is written before anything has been taken apart, and RV damage is layered.

There is also an economic logic that owners misread as bad faith. A carrier writing a first number is opening a file, not closing one. Their systems expect a supplement, because supplements exist precisely so that an initial figure can be corrected as the vehicle is disassembled. A short first estimate is the beginning of a process working as designed, which is genuinely different from a carrier declining to pay.

Where it goes wrong is when the first number becomes an anchor and nobody documents the difference. An Allstate reviewer who receives a scope with sixty seven lines, each with an operation name and a time, is being handed something reviewable. The same file argued over the phone with a total and an adjective produces nothing anybody can key in.

## Estimating from photographs, and what it cannot see

A photograph records the outside face of the outermost layer. On an RV, the outermost layer is the least expensive thing in the repair. Behind a marked filon skin sits adhesive, Azdel or lauan substrate, foam core, framing, wiring runs, plumbing lines and interior finish, and a photograph of the skin says nothing definite about any of them. The impact energy went somewhere, and where it went is what determines the hours.

Specific blind spots recur. Substrate delamination behind an intact gelcoat surface. A hairline crack in a frame weld under undercoat. Fastener pull through at a rail. Wet decking under a slide opening. Corner post separation you can only find by measuring the opening. None of those appear in an image, and every one of them adds operations that were not on the first document.

This is also why the photographs themselves are worth doing properly, since better images narrow the guess. They do not eliminate it. A carrier writing from any set of photographs is writing what the photographs support, and the correction comes from putting the vehicle on the floor and measuring it.

## The line items that get collapsed into other line items

The most common form of a short estimate is not a missing repair, it is a missing operation. Replace rear cap appears on the estimate. The forty things that have to happen for a rear cap to come off and go back on do not, because a photograph shows a cap and an estimating template shows a part number. Each of those forty things is real labor a technician performs and someone bills.

The table below lists the operations we most often add on RV files, why a desk review does not see them, and roughly what each adds in hours. These are ranges from real scopes, not a rate card, and they move with unit size and construction. What they are not is padding. Each line is an operation with a start, a finish and a technician assigned to it.

## Access and removal hours, and why they are real work

Access is the category owners find hardest to accept on an invoice and technicians find hardest to believe anyone questions. To repair the back side of an impact eleven inches above the floor on the curb side of a coach, somebody removes a dinette, lifts flooring, takes down a wall panel, moves a wiring run and labels every fastener. Then, when the metal work is done, somebody puts all of it back and it has to look like nobody was there.

On a Liberty Mutual file last winter the exterior repair on a mid coach sidewall was under eleven hours. Interior access and reinstall was more than double that, and none of it was on the first estimate, because the first estimate was written from four photographs taken from the aisle of a storage lot. The repair could not have been performed without it. There is no route to the inside face of a sidewall that does not go through the interior.

Removal and reinstall also protects things. A Dometic refrigerator, a Furrion inverter panel or a cabinetry run adjacent to the work either comes out or gets damaged by heat, dust and sanding. Removal hours on those items are cheaper than replacing them, and they belong on the scope for that reason alone.

## Paint, blend and the two stage problem

Refinish is where desktop numbers and RV reality separate most sharply. A two stage finish is base coat plus clear, and a repaired panel in a two stage metallic cannot simply be sprayed to the paint code and called matched. The code describes the coach when it left the factory. Twelve years of ultraviolet exposure in southern California has moved the panel, and the flake in a metallic base lies differently through a spray gun than it did through a factory bell.

So the scope carries a spray out card, sprayed and cured and checked against the actual panel, and it carries blend into the adjacent panels either side so the transition happens across a surface rather than at a seam. A three stage or tricoat scheme adds a further step. On a coach with a full body graphics scheme there is masking, layout and clear over the graphic, and those are separate operations from painting the repaired area.

Then there is the sheer size of the object. A forty foot coach is not a sedan with more paint. Masking a body that length, covering a roof top array, tenting the roof line, and moving a unit that will not fit on a standard lift all take time that no automobile labor table contains. Paint supplies bill at $55 per paint hour and appear as their own line, which is a line desk estimates routinely omit altogether.

## Labor rate surveys, and how they are used

Carriers maintain a view of the prevailing labor rate in a geographic area, usually built from a survey of shops. That is a legitimate tool and we do not object to it existing. What matters on an RV file is which shops were surveyed. A survey of automobile collision facilities in north Orange County describes automobile collision facilities. It does not describe a 35,000 square foot shop with a frame rack, a downdraft booth sized for a forty five foot coach, and bays that a Class A can be driven into.

Our rates are posted and they apply to every customer whether a claim is involved or not: $210 per hour body and paint, $260 per hour mechanical and electrical, $285 per hour diagnostics with a one hour minimum that is credited. They do not change because a survey returned a different figure, and they do not change because a file is being paid by CSAA rather than by an owner directly. A posted rate that moves per file is not a rate.

Where a carrier approves at a lower rate than the posted one, the difference is documented and discussed with the adjuster, not quietly absorbed and not quietly billed to you as a surprise at delivery. You are told what the gap is at the point it appears.

## What replaces a desktop number

A measured scope written from the vehicle. The unit comes to Yorba Linda, gets walked, measured and photographed, and a written estimate is produced for $150, credited in full against an authorized repair. Every operation has a name, a time, and a reason recorded next to it. Where structure is involved, dimensions come off a stated datum. Where moisture is involved, readings are logged by location. Where a slide is involved, the opening diagonals are on the sheet.

That document goes to your adjuster in the format their platform accepts, and the conversation changes character immediately, because the two parties are now comparing operations rather than totals. Most of what a desk review omitted is not contentious once it is named. Nobody argues that a rear cap can be reinstalled without butyl.

What remains genuinely arguable, and there usually is something, gets handled on its merits: a blend allowance, a betterment deduction, a parts sourcing preference. Those are narrow disagreements with their own answers, and they are far easier to resolve when the other sixty lines are settled.

## What we will not do to make a number bigger

We do not pad hours. We document them. An hour that cannot be justified with a measurement, a photograph or a named operation does not go on the scope, and that rule holds whether the file is being paid by a carrier, by an owner, or by a fleet purchase order. The reason is not modesty. A scope with three invented hours in it is a scope an adjuster can discredit entirely, and the sixty legitimate lines around them lose credibility at the same moment.

We do not write repairs that are not required. We do not move a private upgrade you asked for onto a claim line. We do not inflate a parts count and we do not disguise a valuation argument as an extra hour of work. If a component was worn before the loss, the scope says so, because a file that separates aged parts from sudden damage settles faster than one that tries to carry both under a single heading.

What we will do is refuse to remove a line that the repair genuinely requires. Those are different positions and it is worth being clear about the difference. An operation that has to happen stays on the sheet with its documentation attached, and if a carrier declines it, the decline is in writing and you know about it before the unit is delivered rather than after.

### Why does a desk review estimate have twelve lines when the repair needs sixty?

Because a desk reviewer has photographs of finished surfaces and an estimating template that shows a part.
